AltPE (Alternative Picture Editor) is a freeware application alternative to your usual image editor. To retouch and edit images, and add basic effects on your photos, there is no need to hack the latest version of Adobe Photoshop.

AltPE works with most popular image formats: PNG, BMP, GIF, TIF, PPM, PGM, PNM, JPEG (compression adjustable) and JPEG2000. And it supports RAW through DCRaw. You can add text on the design, size and shape rotate as desired. Adjust color, light and contrast of the image. Remove annoying red eye effect on pictures. And, among many other functions, supports the TWAIN standard to also use a scanner.
